Tooltips and Toggleable Math

Enable with: \require{action}

Commands: \mathtip{math}{tip} and \texttip{math}{tip}

Apply tooltips to math expressions (text shown when the cursor is hovered over the expression). \mathtip shows tip using math-mode rendering; \texttip shows tip using text-mode rendering.
